It's because Feige and Esposito are much bigger fans of Ultimate Marvel and the 2000s runs of the 616 continuity than they are towards Classic Marvel. Neither of them like 60s-90s Marvel all that much because:

It's harder to do with Tokusatsu exactly because it was made with real materials in the first place.
Most of these comes down to looking bad because of material choice, and not because the costumes themselves look stupid in the first place(though some of them absolutely do).
If you were to translate a tokusatsu costume into real life, you'd just make the costume as it was in the first place.

I could've swallowed that explanation had the final costume for Hellcat was not THIS. It just reeks of MUH REALISM and scoffing at more fantastical parts of superhero genre, which is par for the course for those Netflix shows and MCU as a whole.
Not that the costume was the only problem with that incarnation of Hellcat, the character itself was awful.

To be specific, Feige has been trying to appeal towards normie women ever since Ike Perlmutter was removed from Marvel. While Perlmutter was the reason we didn't get a Black Widow movie sooner (or more toys of female Marvel characters), he was right about the likelihood of alienating the majority male demographic that makes up Marvel's customer base.

What Feige is doing is far worse than just merely "appealing towards women", because Feige is genuinely on stupid pills. He thinks plugging in female characters with chips on their shoulders and having them shit on men is what will actually get normie women watching capeshit. He does not understand that while women do like genre fiction, they don't really like capeshit. They like:

>fantasy (specifically whimsical fairy tale stuff - think The Neverending Story or Moomin or OTGH or Harry Potter or Ghibli movies)
>horror
>slice-of-life
>sci-fi (either sci-fantasy or idealistic/romantic pulpy sci-fi)

The power of capeshit is that you CAN include all these genres depending on what kind of story you want to tell, but Feige cannot think outside the box. Women and their interests are alien to him and so the MCU will continue to decline.

That costume would look cheap even if translated 1 for 1.
The physique simply cannot be seen through the scales like they are in the image, and on top of that the star would be noticeably just tacked on top of them, with visible gaps, simply due to the nature of them not being a flat surface.
The scales would either need to be a pattern (this fixed both issues), the star painted on to the scales (this would likely look even worse), or have the scales formed around a white background, forming a star shape (this would fix the latter issue, and could let a bit of the physique show though the star.

If America ever adapted Kamen Rider, it would probably be a blend of the original Kamen Rider manga by Ishinomori, Anno's Shin Kamen Rider, and Kamen Rider Shin. Considering the Wolverine parallels, I can see things playing out much more like a revenge story (bringing things back full circle to Monte Cristo and Tyger Tyger as core inspirations). Kinda like Deadpool but a lot more dramatic/tragic.

Three of these are what the costumes would actually look like if they were faithfully adapted. You can tell me you want accurate Silver Age costumes all you want, but I'd be very hard-pressed to believe you'd like them if you got them. They're of the time they were created, just like any sort of 90s grimdark garbage you love to hate.
Sure, part of the issue is that studios think they won't look good and people won't take them seriously, but the other issue is that most of those classic costumes were just colored spandex with little bits of fabric or latex poking out. It would look like shit on someone's actual body, especially in motion, and even more than that, there's little reason for a real-life person to fight monsters and gunmen in a cotton onesie.
