Spin Master own it and Nick license it but they have more involvement than WB did with Pokemon because Nick funded early development of PAW Patrol in a partnership and have more merchandising rights. Pokemon would exist without WB completely unchanged. PAW Patrol would likely still exist without Nickelodeon too but quite possibly would have been somewhat different
