Even things like reckless driving and fraud/theft are common control outlets for illegally inclined people. People who pursue rape do so not just because of power, they do it because they get sexual gratification in the emotional torment and trauma that their victims face. It's part of the reason why there is a trope about rapists liking "fighters", they enjoy the struggle and the distress of their victims. It's also why a lot of rapists are not remorsefull for their victims suffering because their suffering was the thing they sought to begin with. Sadism, and just like any other sadistic inclination it is based on a type of person the perputrator is attracted to. Even date rapists who are conflict avoidant have expliciet types and enjoy the process of scouting out and hunting someone to drug at a club, they don't just drug anyone to rape. Control is not enough.
