Why do people like Roger but hate Quagmire when they're basically the same type of character?
Roger is entertaining.
I haven't caught up with the recent seasons of American Dad, but I don't remember Roger raping and killing people.

Roger can be any character they want
Roger openly embraces being a degenerate, with Quagmire we're expected to just ignore it when the plot demands it.
Roger's "giggity sex rape giggity" schtick is just a part of his character, Quagmire's entire character is literally just "giggity sex rape giggity". Roger gets to fill any role in any story because it's funny when a character is Roger, because Roger is funny. Quagmire barely even gets to be Quagmire, because Quagmire just isn't very funny.
