I like it when supervillains are rivals, vying for control pf the city. Like a schizophrenic gang war. Much better than team-ups. That's why Arkham City and Batman: Cataclysm are the best stories.

In some mediums they seem to like each other (Worked together in Arkham Asylum, were on the same team in Lego Batman 1), but other than that, they tend to find themselves on opposing sides more often than not. I think it works well too. Comedy vs. horror. Both aren't physically very competent, but uses gasses and toxins as their main weapon. Laughing gas vs. Fear gas. Of course, the unfortunate part is Joker is vastly more popular than Scarecrow so Crane tends to get the short end of the stick whenever they brawl, but I like the idea of them being enemies.

Riddler hated Cluemaster for cheapening his gimmick, though later they'd end up teaming up when Cluemaster offered to let them crash at his place because he's one of the few villains with a mortgaged house.
>>151731384I guess that most comic stories about organized crime are about an Al Capone-like figure controlling all the crime in a city or around the world since they are objectively powerful and threatening, but the criminals are much scarier if they are having gang battles in the middle of crowded streets. The later is probably too close-to-home for guys in bright spandex suits, tho.
