The biggest hurdle is that writers always need to have them killed off to display how big and scary the new cosmic villain is in the latest big event. They always all die off in issue #1 of the event. Marvel has been doing this kind of thing for decades now. Normally the new cosmic big bad beats up Galactus, Silver Surfer, Dr Strange, or they sometimes whip up Ego just to show someone powerful getting slapped around to show readers this new villain is really scary. The Nova corps just did not get to have a decades long history in print to get some more stories under them before writers started killing them in big events. So they come off as pathetic dying every other week.
