If it was up to me I would have made him veer good guy and find a new family with the central cast, particularly Gary. But he didn't. There's underwhelming setup and then he goes bad and then stays unambiguously bad through several breakpoints.Between the meh arc and the significant canon effects he had on Judy and Nick, I just don't care to pay more attention to him now that the movie is over.

When Zootopia came out the Right of course would be expected to Support The Blue, and the Left were able to go "well things aren't perfect, but surely they're improving." Things were aligned perfectly for Disney to make a cop and delightfully roguish criminal into the protagonists of a movie teaching that prejudice is bad. And the movie was barely out of theaters when that framework started collapsing. As I said, turning Nick and Judy into "framed cops on the run from other cops" was a solid work-around. It'll be harder in the third movie.

The goats are an absolutely minimum viable scene that suggests something got cut or phoned in, and it stands out so much worse coming right after the big emotional beat when they escape the tube. I wish we could have seen Judy make literally any kind of decision there, even if it was just "I'm going up high to find out where we are." Give her agency, let her react to the emotional pressure from the rescue. Judy waves the hip pack in Nick's face to try to make her point about needing to solve the case. Nick pulls out the pen and waves it in hers and shoots back about how he though she'd learned not to be so reckless and short-sighted. Judy storms off up the hill.From there have the tube make some visibly obvous stop at the chalet where Gary was hiding out. Judy sees it and goes that way, Nick follows and tries to get through to her, and that goes easily enough into the climbing scene. Easy.
