Alastor is one of the cornerstones of the Hazbin fanbase, he needs to keep up his "creepy badboy" shtick without going actually doing genuinely horrible things to the main cast, lest he loses their support (and in turn makes the fans hate the show for "ruining" their precious demon deer boy).Furthermore, any evil acts he commits down the line are very likely not going to be of his own volition - if he kills Niffty, for example, you can expect it to be done as an order from a different villain that the fanbase is allowed to hate (such as the mysterious Roo), and you can be sure the show will go out of its way to make it look like Alastor feels bad about it, thus strengthening the fanbase's perception of him being a tragic sadboy that needs a hug and to be fixed.

That when Abel dies, he would go to hell and be reunited with his “real dad”, and he’s going to “help” him get there faster.It’s implied by the scarecrow design and Abel’s behavior in season 2 that Cain did more than simply kill Abel.
