It's actually an aborted X-Men storyline. Prior to the order given to kill Krakoa, Gillen's planned year two storyline for Immortal X-Men was a rip off of Metal Gear Solid 4 where small size nations would start attacking larger countries with the attacker being an omega tier mutant who had been promised unlimited hedonism and power if they stayed in their home country and reject Krakoa, ala MGS4 where small countries all got nukes and mechs to fire them.

As such, Immortal X-Men would go on a lengthy arc were these small countries becoming global super powers because their mutant champions can straight up genocide places like China and Russia and the US, let alone murder Xavier, Magneto, Jean, etc without batting an eye. And Xavier and the Quiet Council would then have to deal with these new mutant threats fucking up their big plans since now mutants are leaving Krakoa to be famous murder machine celebrity WMD and pretty much making Krakoa public enemy number one when several of these mutant army packing nations start outing all of the evil shit Xavier and co were doing
