They don't seem to similar and arguably don't have any overlap. The comic threads also seem to be drowned out by the cartoon threads most of the time.
They both have a big emphasis on visual art and stylization. They're also both equally lowbrow and aimed towards a younger audience. There is no /co/ equivalent of The Godfather or Breaking Bad, they're fundamentally lower-brow mediums than /tv/. How else would you organize it? You can't lump cartoons in with /tv/. If you split them between the comic board and the cartoon board, let's be real, the comic board would be laughably dead
