The vast majority of the puppies were actually bought and owned by Cruella. She intended to commit animal cruelty on them, but the people didn't know about that. Only the dogs did, and they were unable to tell the police that.Maybe Cruella did try to approach the police and get all her puppies back after the end credits. She could craft a sob story that some mysterious Dalmatian thieves stole both Perdita's puppies and Cruella's, and that's how all those dogs ended up travelling in the same group together. But if people acknowledged that Cruella was involved in the situation all along and if they investigated her role some more, they'd quickly notice that there's something off about her story. I guess they'd eventually stumble on Jasper and Horace, and those two would probably expose Cruella's actions if it benefited them.
