The guy was literally created to break Batman so what happens when Batman starts beating him again and again? It's an issue of having no build up to the foe and having them out the gate strong means that if they don't die(and stay dead), they live long enough to become a jobber. When you have the flip where the villain starts as a jobber but works their way up they tend to stay established as no one finds their defeat as humiliating for them due to those humble origins.
