Although I wasn't around for that era of weebery of traded VHS tapes so I have no idea how accurate that part is.

But it's probably because the old pixel texts are part of the video and dpeneding on how they did it it's a bit of work to remove, not worth it to do for another langauge and something that they just aren't willing to sacrifice artistically. Plus paying for translations into languages that are normally worth a lot less sucks and does not consistently see a positive return.
