Bugs in theory, has more fun and freedom being a simple troll and comedian, also enjoys his life beyond represnting his franchise all the time. And always stays ahead of people which makes him a ideal leader to depend on since he actually has the smarts and the vision to achieve success even before it happens.

Mickey is just the shy yet optimistic figure who let's his friends lead their own way, and think hes in charge because hes the face of his own company but hes just a mascot made to gain credibility for others that honestly have better lives than him, who's just corporate shill making everything status quo, plus by himself hes boring than a vanilla poptart.

I'd say Bugs even after seeing couple of Paul Rudish's recent Mickey Mouse shorts. Mickey's personality seems mostly boring to me as if Disney barred him from having much of a personality. Bugs' personality is way more noticeable through his shtick and antics, which in turn make him the more interesting character out of the two.
