Serious Answer: I always figured it was a pendulum reaction sort of thing. Like if Daphne = conventionally attractive, and I wanna be individualistic and shit, then I decide that actually the nerdy one is the "real" hot one because actually I have chad taste over all the normies who like Daphne.

Another theory I have is by making Velma shorter her design "accidentally" becomes curvier, at least compared to Daphne side by side.

Daphne as the Damsel-in-Distress is the intermediary between the fleeing(Shaggy, Scooby)/capturing(Fred/Velma) functions. both roles are active while Damsel-in-Distress is passive, note not scared or terrified like Shag and Scoob, and the function of that can be seen as bait but bait is a crucial part of any trap I would argue.

They're both equally curvy and you're presupposing that Velma is meant to be read as "frumpy". Think about it, is Velma at a library or stuck in her room studying here? Velma maybe a Brain but she is not in a high school setting where the popular girls are chipping away at her self-esteem for her love of bulky sweaters.
