There is speculation that it may have been the intention, the stage adaptation of the first book was popular and the second book may have been written under the assumption that it would be adapted in the same way, but there is no concrete evidence that the book itself was written to be anything other than a book.

Yeah, people pointed out at the time that it could easily be adapted to a stageplay and elements of the stage version of Wizard affected the book but it was written as a book first.

If it had been a screenplay from the start, then he probably would have used that rather that write a new one focusing on the Wogglebug.
