I mean it's a brilliant political play by Azula, it appeals to both the traditionalists and reformers within the fire nation as simultaneously reminding the other nations of their place in the natural hierarchy of the world while uplifting pne of theirs to an elevated status but also seemingly delegates more power to a Noble House, preventing full autonomous rule by Fire Lord Zuko.
