Flash's limitation is typically on his ability to manipulate the Speed Force. It would be more accurate to say that Flash can *be written* to be stronger than Superman by giving them momentarily stronger power to use the Speed Force. But usually they don't have that ability.And it kinda makes more sense that way. How is Barry going to learn to use a power that is so unstable and can trap him in another dimension or erase him from reality or blow up and kill everyone around? It makes more sense for the Flash family to typically not actually try to master using the Speed Force until it's absolutely necessary.
