It's one of those sequences where you can really feel the Japanese side of the Rankin-Bass productions, has that psychedelic, early-70's shojo manga style.

I want to say it's more like josei given the character's age, but maybe this animation is the spitting image of period shojo and the josei of that time was totally different.
