A pvZ cartoon would most probably spend way too much time spent on audience insert kids, the comics already do this way too often.
The PvZ shooters and PvZ Heroes do the reasonable thing and have all but three of the characters be either a plant or a zombie.
Characters without agency are boring to watch, no one wants to know what humanity is doing because they pose no threat to the zombies and are of no help to the plants except for Dave.

I know a huge part of the reason why there's no project making it to advanced development is the challenge of the weird ass setting of the games and what to do for a Movie/Show but bro it's honestly not that hard to come up with something people will like. Many different options could be very well received just like how all the games just do whatever random new different bullshit they want each time and the fans just roll with it save for a couple of exceptions that aren't even that hated either.

Here, I'll give you one off the top my head just improvising:

-It's 20-30 years into the future after a zombie outbreak of unknown origin wiped most of humanity out. There's less than 50 million humans left alive scattered throughout different safe zones around different countries in the world that managed to defend themselves and establish walled communities of varying sizes. At some point during the early months/years of the outbreak whatever government of whatever country developed a cheap, effective and safe way of fighting the infected: Genetically-Modified Sentient Plant Bio Weapons that are flawlessly loyal to humanity, don't need food or any military equipment since they are the equipment themselves, are impossible to infect and who once born need only modest sunlight and water for all of their sustenance and energy supply until they die. This effective new weapon immediately became humanity's only hope for survival/victory and the only army humans used going forward due to the precarious population left and how using them as soldiers at that point would mean obvious extinction and so the last 20-30 years have all been the war between these plant supersoldiers against the mysterious "intelligent" zombie variants that appeared just at the same time that humanity developed the plants. The dumb Zombie hordes from the beginning of the outbreak then became lead by the "intelligent" (but less numerous) variants of Engineers, All-Stars, Soldiers, Scientists,

etc. and they started developing their own bizarre industrialized society and advanced technology. Humanity by the present time of this show/movie would have discovered the existence of a mysterious individual who is undoubtedly the leader of the entire horde and whom they know only his name, Dr. Zomboss.

Humanity's top priority in this show/movie and the starting premise is to learn as much as possible about this zombie in hopes of capturing/eliminating him and finally end the war that's been stuck on a WW1 style stalemate for decades with no end in sight while they also try to defend and advance all the different fronts of the battlefield in the background. Dr. Zomboss may hold all the answers we don't have about the true nature of the outbreak and why and how it happened. Or perhaps he could be the key to make the cure or vaccine that we have time and time again failed to accomplish, only time will tell.

I think the best choice in this setting and premise would be something like focusing on a small cast of well defined plant characters going on different Garden ops-type missions with special strategic objectives in cool weird zombie locations like in Garden Warfare with a minimal human military command presence who would be the ones sending them out on the missions and commanding everything and such. The tone in my opinion should be a simple action comedy leaning more to whichever side you prefer (definitely action if you ask me), but regardless of either option it should keep a linear plot even if just a very low-stakes one. I'm thinking of Adventure Time but without all the Muto romance drama and le deep adult themes. Start easy, small, more goofy and fun, and then start leaning progressively more towards shonen action and end it with an explosive grand finale where you throw all the shit to the fan with all the new characters you've been adding to the cast throughout the journey.

Wouldn't be hard to find a way to add Crazy Dave somehwere in there.
