He kept promoting Zhao who was a complete incompetent Buffoon who almost destroyed the fucking moon and then lost a major Military Campaign at the north pole. He wasted military and engineering resources on a drill that ultimately failed to break through the first wall of Ba Sing Sei, a feat his brother was able to complete without such a monstrosity. He ultimately relied on his daughter to overthrow the shadow government controlling the Earth Kingdom and even then was having issues managing the new territory. Ultimately his plan was to literally destroy all of his new territory's resources in fire. The dude was an absolute retard and would have been overthrown almost immediately following the war's end.

Y'know what I find absurd? According to some lore, the Fire Nation did actually manufacture brass cannons, approximately two or three hundred years before Aang. However, they didn't see these as viable weapons, and never pursued the technology. How? Sure, primitive hand-cannons may not have been great, but I don't think every member of your army is a Fire Bender. A Hand Cannon would've been great to have.
