Because animation writing, whether you want to admit it or not, is much more juvenille as a whole compared to live-action. Even things that are aimed for a mature audience seemed to be much more "dumbed down" than a live-action counterpart. Part of this is because Walt Disney popularized animation as an art form and he aimed mostly for families. Another part is how cheap animation became when it shifted to TV thanks to Hannah-Barbara. Since the stigma developed early on, writing for animation as a job just naturally became lower down the ladder. If you wanted to be a writer for The Sopranos, you needed some actual writing chops. The same is not said for Boondocks, Duckman, or King of the Hill. I love all of those shows, but their writing quality definitely is much simpler than that of Mad Men, Better Call Saul, Barry, etc. My bias will show here, but one of the few times I've seen an animated American show actually rival those others shows in terms of writing quality was Venture Brothers. A good example of this is that new Predator animated movie, Killer of Killers. Compare that movie to something like Prey. KoK feels FAR more simplistic and almost aimed at a younger audience at times, especially with the American protagonist who is making dumb jokes and quips all the time. I'm pretty sure someone goes, "WOOOO THIS IS AWWWEEEESOME" at one point, which is not shit you would've ever heard in something like Prey or the original Predator. And why is that? Well, it's gotta be one of the following:1. Writers for animation do not care.2. Animation writers are generally amateurish.3. Animation productions are generally smaller/shorter. Live-action shows get to have tons of re-writes, re-shoots, and giant budgets. Animation is rarely graced with that. Take your pick for an excuse.

Dunno what combination of conditions will change that.
Animation is extremely expensive which makes studios less willing to take risks with the writing. Much better to rely on the animation itself and prop it up with safe generic simple writing. Good writing only requires actors standing around talking to impress audiences, so the costs and incentives are totally different.
