Unfortunately I think that was a matter of right place, right time. The 90s was the perfect era for Ghost Rider to thrive, people couldn't get enough of tough as nails characters who looked metal/undead or had some occult origin. People unfortunately don't really do that kind of stuff sincerely nowadays because they're irony poisoned and afraid of seeming too "edgy".

Always thought he looked cool af, I don't really see much reason for him not to be popular. Then again, I don't know that much about him aside a few stories and the movies.

I guess the writer's simply don't know how to handle him. Some problems IMO are:

1. Ghost Rider is like Spider-Gwen, cool look but nothing much else.
2. He suffer from modern writers and editors who can't think of anything except making a family of riders or making this c-list character a Ghost Rider. Hellverine should not exist and neither should the Hood be a Ghost Rider.

Ghost Rider doesn't work in a superhero setting. Even when compare to the setting of a magic book like Doctor Strange or Scarlet Witch, the setting of a Ghost Rider book is just ridiculous and got some outrageous claims of the overall setting on the universe. Not even a Blade book with it's vampires went full retarded like a Ghost Rider does with it's demons.

The only thing that sets Ghost Rider apart is having definitive Heaven & Hell dynamic stuff going on. Universal good & evil fits perfectly fine in superhero settings. What doesn't is being so afraid of saying Christianity is right that you avoid outright confirming God & have to walk on eggshells with everyone else's gods & beliefs. That's lame.
