Horror happens because lets face reality no one cares about Betty Boop. And if you try to go legit what can you even do with a character that no one gives a damn about? Few characters can maintain substance after nearly a hundred years of existing. The only old characters that lend themselves to further use in the public domain are examples like Batman or The Shadow.
