And in the myths Zeus himself is the third chief deity after having usurped his father who had usurped his father, a fact that is semi-acknowledged by the movie, so it's not like Hades' ultimate goal in the movie is anything unusual for a Greek god. Finally, the gods operate on morals that are not equal to human morality, a lot of what they do may seem wrong by human standards but not for gods. His deals with Meg in the movie may seem cruel but he honors them, he gives her back her freedom and Hercules regains his strength when she is mortally wounded, despite being the villain he is still a man by his word.

They were probably going there before he named it after himself, or had anything to do with it.So while Hades does rule the dead, it is more like he rules the serfs on his land than has any special command over said serfs.
