They were all so quickly invented and slapped into a book to be out on time that almost none of them have a good look at all. 90% of them are just some guy in green tights. Then you get someone like this which is just some guy in normal clothes. Sinestro looked stupid until he finally got a great makeover in the mid 00s. Zod just looked like a standard random European army guy until the 80s movies.

They already have a Robin Hood that rides a giant dog, Genghis Khan in pink armor, evil Stan Lee, and Monocle German officer. Space Cowboy with laser sixguns would fit right in.Make him the guy that Darkseid planned to appoint the governor of Earth and he adopted some weird Earth costume for it. Now he is extra vengeful since he never got to have his planet and comes after Superman for it.
