It was also mentioned in Last Son during the Johns era but I think that was more a response to Superman Returns, which just came out when that arc was coming out, than like actual lore establishing

A fetus isn’t going to get the direct sunlight needed to power a Kryptonian. Also per post-Crisis canon Clark didn’t start developing his powers until well into adolescence.
