The vast majority of people have very easy and straightforward tax records. They could be done automatically.
The actual reason the IRS exists is to crack down on the ultra wealthy (who were originally the -only- income tax payers) who do everything possible to cheat the system by hiding their money and using a team of accountants and lawyers.
Hence why the GOP is so eager to defund the IRS.

Realistically? Mass arrests and seizure of assets, mostly from banks and large corporations but really, from anyone they can, followed by a complete collapse of any and all social services while the government prints new money to sustain itself long enough to take on foreign loans until regular tax collecting resumes.
If that never happens, the government collapses and the country balkanizes at best. Or turns into a military dictatorship.
But the thought experiment is silly. No country is ever going to have all of its citizens stop paying taxes, and even a large majority could avoid paying taxes with a country still operating effectively. After all, 48% of people already don't pay income taxes.

as soon as the government (any government really, but imagine the IRS for arguments sake) realizes this is something they've decided to do, there's gonna be mass encarcerations and perhaps even killings, if the entire population remains consistent even after this and isn't intimidated into it (which strains the imagination a fair bit but bear with me) realistically, no, there isn't anything the government could do, because at a certain point the amount of people would be far too large, we outnumber government employees significantly, and we outnumber government agents with GUNS even more so.
It essentially becomes the sort of passive revolution so many scholars dream of, the economy of the country might collapse, if not the whole government, again, all of this is highly unlikely, you'd essentially be fundamentally changing the free will of millions and their own personal convictions, and that's without accounting the possibility the government would have family members who by this definition would also not pay.

TLDR government would collapse after a lot of violence and jailings by virtue of fundamentally changing the psychological behavior of millions to all agree on this particular goal

You can change the deduction amount. By overpaying and getting a return, you are effectively giving the government a zero-interest loan. If, instead, you paid zero over the year and left it all for tax day, you could instead use that money to make more money and come out ahead.

Personal income taxes are owed annually. You can pay over the year with money taken out of paychecks, or you can pay it all when taxes are actually due. The amount due does not change based on when you pay it. If you wait to pay income taxes until they're due, you can use the money for investment in the meantime to make additional income. Circulation of money is not the same thing as collection of taxes. Especially in countries with sovereign control of their currency. In such countries, government spending is not constrained by tax revenue, since they can make as much money as they want. Instead, taxes serve to remove money from the economy and counter inflation. Simply ending federal tax collection in the US would result in about 4x the deficit spending, with the accompanying INCREASE in money circulation, economic activity, and inflation. It would be a smaller economic stimulus than WWII spending, but larger than other wars and stimulus efforts.
