>>151963627I always assumed that the NSA scouted supers to make sure they didn't become villains. Give them fame, luxuries, and a sense purpose to placate them and if they ever decide to defect you already have a small militia of other supers to keep them inline.

The NSA was never about preventing heroes and villains from running amok, they were about tard-wrangling, protecting, and controlling a dangerous minority. They controlled the narrative because they owned supers. That's what Incredibles 2 was trying to get at but that movie was too rushed to come to that conclusion.
