They say Bluey hsan't ended, but why does it feel like it has ended? I think the last time they released new episodes was two or three years ago.

They're working on the movie, The Sign had all the markings of being a series finale, Brumm is leaving, and overall hype for the show has pretty much flatlined.

Is this a Gravity Falls situation? (We will end it before it gets stale) or Joe Brumm is just tired and wants to move on with other things?

The horse show was already for zoomers, anon...

They are an independent studio contracted to the ABC, so I'd imagine they could set their own end date.

The young voice actors are growing up and their voices are changing.
And Brumm said somewhere that they'd rather end on a high note, and running out of ideas for new episodes.

That's a nice thought and all, but I worry they won't be able to stick to it. Bluey is a preschool cartoon juggernaut, and if the IP falls into the wrong hands or Brumm gets desperate for cash I fear we may end up with a Peppa Pig situation.

Ideally. A short-lived show that resolves it's main narrative (when applicable) and ends on a high note will always be more fondly remembered than a show that floundered for even one season too long.
