We didn't fully see him until JSA launched with Geoff Johns making him a failed actor who stole a sci-fi belt that gave him intangibility powers. Wildcat IIRC, damaged the belt and caused him to vanish in an explosion: but he had been sent to a Lovecraftian horror dimension and tortured/empowered by "the King of Tears", who made him invisible and gave him a floating mask. So long as he wore the mask, he was invisible as his face had been disfigured so badly that anyone who saw it went insane, which is what happened to his wife. He then killed a bunch of a OG heroes Geoff created and Spectre could only exile him, he was so powerful.

There's something about this guy that's both goofy and threatening, like he's a villain from a Wallace and Gromit short. I think it's charming. Sadly he's only present in a couple of panels before being defeated by Spider-Man and never seen again.
