Though there didn't seem to be a lot of survivors on the one other world we see before the series ended.With more time for exposition they might have implied his brainwashing also steals info from their minds, and because they manage to be useful to him Horde Prime keeps them as pets and trophies instead of disposing of them. Or perhaps a form of grist for his cloning process, since the majority of them do seem significantly degraded compared to him.Personally?
