Her being so prominent and a competent girl boss was an Alan Burnett thing because he, for whatever reason, seemed to be immediately taken with her and wanted to break up Terry and Dana so Terry could start dating Max. Timm hated her because of both that (he basically had to call Burnett and chew him out over it) and because he in general hated when the networks would force a character on him as he hated Dick Grayson for the same reason (Robin being forced on the BTAS crew by Fox).The big problem with Max, for me, is that she's a new character who just shows up, is treated as always being there, and is then given disproportionate screentime. She's such an obviously forced character that it makes her suck because that kind of stuff always sucks.They had an actual solution sitting right there in having Chelsea stumble upon Terry's secret and becoming his partner and confidant which would have worked better because, you know, she's a character who already exists and knows Terry which means there's more you can do with her.
