>>151993279They addressed this is in the show, he doesn't go to jail because the organization that perry works for confiscates his inators since they're so technologically advanced and they never threaten people's lives, whenever an actual dangerous person takes hold of them and shit gets serious that person is jailed. They basically have him doing free tech for them without him knowing, Perry is there to make sure he doesn't hurt anyone.
