I figure every animator has one big idea passion project in them. I would have my animators pitch theirs to the room, then choose the best one and let that person be the head writer and start pre-production. If it grows wings during development we go all the way. If it doesn't we turn it into a short OVA to use the work we've already done and move on to another round of pitches.
