It's actually brilliant. Power is everything to Darkseid. His entire existence revolves around the projection of his power, and the acquisition of more power. He lives only to torment and dominate everyone around him. The idea of a being holding immense power, but instead choosing to use it benevolently and keep it hidden- not just for his own sake, but for the safety of others who he cares about- is alien to him. Up until he encountered Superman he probably had no idea such a thing was even possible.

They've references this disparity in the material before, I think the general understanding is that Darkside waxes and wanes in power and personality because he's an elemental force that is in flux? Something like that, the real reason is the same reason that Magneto and Doom used to be written like this, the archetype of a villain has changes a lot since the 60s and this particular trope comes from a desire to morlaize the books by having clear cut villains who are portrayed negatively in personality, like most post comics code and general media after the Hays code in the united states.

This anon gets it. Darkseid describes himself as "the Tiger Force", and has to portray himself that way, because he rules Apokolips through fear and the projection of authority. Yet Kirby describes him as a paper tiger, because Darkseid doesn't actually have the strength to back his words up. He may believe that he does, and he may have to buy into his own hype to keep the other schemers of Apokolips in line - but all he can do is scheme and try to outmaneuver the stronger, the good, and the individuals that oppose him.
By the end of it all, he's just a shadow in his grandson's ear, having lost all the "strength" he could physically project yet still trying to continue manipulation by words.

Those particular panels were from Even Gods Must Die, the backup story from the New Gods reprint before Hunger Dogs. Instead of facing Orion in open combat Darkseid runs away and leads Orion into a group of soldiers who gun him down.

A lot of people who jerk off the classic supervillain into something they're not are feeding the same problem that plagues the cultural perception of fascism post-WW2. It's taking real tyranny and then exaggerating it and warping it into a caricature that doesn't really have any basis in reality whatsoever, and ends up making it look "cooler" than it actually was. Americans are guilty of this for a few reasons: many US citizens do not want to recognize America's own brand of tyranny and project it onto "acceptable targets" (literally anyone we're opposed to), but the average person is very uncomfortable with admitting that fascism is easier to slip into than we like to admit. We all love to toot the horn about democracy and equal rights and freedom, but that goes away real fast when people are starving. There's also the fact that most people have little familiarity with what fascism actually looks like. Also, the average American has very little real-world experience with classic tyranny outside of history books, propaganda, and pulp fiction. Some people maybe have experienced it, but it's far more depersonalized and borderline Kafkaesque in how it screws you over compared to what was going on in Europe.

And yet this is something that America has arguably always had - the fixation on the supervillain as both a cowardly loser and an unstoppable power fantasy. While it is debated as to who the first superhero really is (Golden Bat, Superman, The Shadow, etc), most people agree that Fu Manchu is the original supervillain. He debuted shortly before WW1, and yet he still managed to develop a massive following based solely off of how cool he was as the protagonist of the story. He went on to inspire every other supervillain you can think of, but the key distinction was that these villains were not allowed to be the focal point (blame TV censorship, the Hayes Code, and the CCA) or be depicted as something one should aspire to emulate. It wasn't until the 90s that villain worship finally became mainstream, but 9/11 resulted in media like Wicked taking things a step further, suggesting that the supervillain was in fact blameless or far more sympathetic than they were originally labeled as, if not outright the hero of the story (which is where we're currently at with examples like Joker 2019) or existing in a framework where "nobody is the villain" (something proudly touted by Disney).

He confronted them directly, but he didn't actually fight them, he sent them across time and space with the omega effect. For such a dark and scary guy, he was either unable or unwilling to kill them, claimed he wouldn't do it because they were merely children and even he draws the line at killing children, even if they're actively trying to bring him down.

I second that. For all the lip service people give to Kirby I thought it was odd that they all ignore Hunger Dogs since it it doesn't really change much besides New Genesis blowing up but they all survive (or at least the folks in Supertown, the bugs were on their own).
