Before the PG-13 rating came into existence PG was much edgier. You would hear some "fucks" dropped. There was also plenty of violence, like Jaws and Poltergeist.

When I was a kid, I wasn't allowed to watch the Simpsons but I'd manage to sneak into the living room to watch Family Guy as a form of rebellion and would learn basically everything they were trying to shield me from via that and the internet.
Parents really need to learn there's a spectrum to this stuff. TADC is slightly edgy and grown up enough that it'll placate kids in terms of feeling like big kids without showing them anything extremely inappropriate. Kids these days have a general idea of what sex is at this point and being incredibly squeamish around it just pushes them to look further into it. Showing them something that acknowledges the topic without delving too deep makes them feel like big kids and you can basically use it to trick them into thinking you trusted them with some otherwise forbidden fruit, leaving them more afraid of misbehaving or watching what you told them not to because they might lose that privilege

But then at some point the G rating became box office poison, so PG became the new "kids stuff" rating and had to be sanitized to accommodate. 20 years ago it was given to movies that were ostensibly for kids, but also too dark or crude for the "for kids" label to really apply. Movies like Atlantis, Treasure Planet, or the first two Shrek movies. Now it's given to Illumination slop for babies, where the closest thing to "adult content" is stuff that MIGHT have been edgy and offensive to small bible belt towns in the 80s.

It needs to be expanded. As juvenile as some anime can be, the fact that it distinguishes little kids from kids from teens from young adult from adult gives more leeway for artists to make things.
