Does the Penguin deserve to be in Arkham?
No, I always liked the detail that he goes to regular prison, same as Catwoman on the rare occasions she serves time.

Maybe the version of Prnguin that's obssessed with birds. But... i don't know maybe in a Mr. Hyde sort of way? Like he's a malformed midget who wears a top hat and tails. Now these days he's just a mob leader but i can see during his first appearences this freak going around acting like he's people could seem insane. Basically if Penguin was prenteding to be a rich dude and never dropped the act. Asking fir hand and foot service while in jail.
Penguin rarely gets incarcerated at all. He's got good lawyers, and as far as the law is concerned is a legitimate business owner. Any time served is usually at Blackgate, not Arkham. Though ironically Arkham has higher security. Penguin may only stay at Arkham briefly for a psyche eval to make his case look good/enter a plea deal
