I see people in the vid comments say it lets a commander puppet dead Barakan but that doesn't make sense to me. It's specifically the mega aggro retard that seems to "wake up" at the end while we don't see anything from the one that was shot in the throat and the heavy weapons tard that got domed
Personally I just figure it imposes some degree of restraint and control and the squad leader turning it off will let the turbo retard that "just" had his arm shot off get back into the fight where otherwise he might be forced to stay down after being severely injured
