People always blame Seth, but it was also co-created by Mike Henry and Richard Apple, the former being the voice of Cleveland.

I believe of all the characters, Joe Swanson has the most believable spinoff. Especially if they went back to the earlier seasons where he's a useful officer and super capable. I feel like there needs to be a cop comedy show to keep the rest of the drama ones in check.
