The Punisher is not wrong here. The only time a vigilante is "heroic" is when the authorities are either corrupt and/or inept, and the citizenry can no longer rely on them to keep the peace and uphold the law.

The question is, why the hell would this conversation take place at all? There would be an APB out on the Punisher pretty much full-time, and why would he he even consider talking to people he considers either fools or knaves?

Probably because he finds it dangerous law enforcement is using him as a symbol or role model when they are supposed to be upholding the law and it's given power and a or legal Authority to do so like we should be concerned with people using his symbol like that when they're supposed to be upholding the law real life they are supposed to sworn to uphold in order to get that job.

Punisher has a massive fanboy appreciation of Cap, he'd be disgusted that police officers who are meant to be upholding the law were using a lone killer like himself as a role model instead of Captain America.

He's killed other fanboy vigilantes before who weren't up to his standards too, like ones who didn't care as he did about collateral damage.
