What's the economics of being the average crook supervillain?
How do you actually "clean" money once you rob a bank? I think that is why robbing priceless artifacts and fencing them off is more viable.

Wizard or Vulture would have been incredibly fucking rich if they just decided to sell their amazing pocket sized devices that let people fly. In Marvel, up until around 9/11, whenever that was, Latveria financed most technological villains to destabilize America. Modern comics also have the country Bagalia as kind of a supervillain safe haven.

That was a bullshit retcon.

It was Justin Hammer not Latveria that financed tech for super villains and Tinkerer was just an off brand provider of tech.

Doom was not the one Bendis had funding villains. It was a random chick Bendis created that was trying to overthrow Doom in the past, and became the US's installed puppet leader of Latveria after Waid had Doom trapped in Hell in #500. Even though said scenario couldn't have happened given the fall out of Doom's imprisonment was well documented in the Waid run.

People who get superpowers one day becoming incredibly assholes that muscle everyone else around would be most common. This is why every superhero having 10+ supervillains makes sense. Most would just use their powers to their advantage and push people around.

But the costumed non-powered guys that whip up weird gimmicks and then make colorful suits to go rob banks, that's not really a thing that would happen too much. Guys like Beetle, Stilt Man, Riddler, Ringer, Sports Master, Trickster, guys that have no business trying to be villains in the first place. It's kind of stupid to dress up in a VERY easily identifiable costume to go commit major felonies, much less go do it without even a gun, just with whatever weird gimmicky weaponized gadget they just invented.

And they go try it in a world where there are a few dozen people who can toss mountains around effortlessly.

Captain Cold didn't even invent his Freeze Gun.
He was trying to steal a cyclotron from a lab. Gardner Fox apparently thought a cyc was something you could pick up and carry off.
Weather Wizard tried hiding in his genius brother's lab, found him dead, and studied his notes.

But, yeah, NASA and/or Elon Musk would pay plenty for a giant boomerang which could leave Earth's gravity well.
