Because Batman and Superman weren't around for WW2 anymore given how the timeline pushed them out of that era? But Wonder Woman people still want her around for WW2. So there is a bit of a disconnect when trying to have her debut with Batman and Superman if she was already running around as Wonder Woman 80 years ago.

It's entirely due to the TV show influence.Post-war, Wonder Woman had never been involved with WWII stuff, but everyone agreed that it was her only popular era. So the show was made as a throwback, and then the comics followed suit, and then when the show went to the modern era, it started the "Wonder Woman appears in two different periods" concept, and it started happening in other adaptations.Now, to answer the question of why Hippolyta, it's because in Post-Crisis they later wanted Wonder Woman during WWII with JSA for whatever reason, but because of the continuity or because of what the other anon said about Byrne, they didn't want it to be Diana. They had already played around with the idea of other Amazons being Wonder Woman even before Crisis, and Hippolyta would obviously be the best fit to be "almost Diana". Back then they still wanted Diana to be the "original Wonder Woman" so time travel was involved. Now they don't care and Hippolyta is simply the first Wonder Woman, I guess.
