Why did the people behind Emerald Twilight believe that the entire GL Corps had to go?

Because they felt that the GL role was less special if anyone could just become one with the same power. And they saw that as a reason why the character wasn't resonating as much as it could be.
Kyle being the last of a once elite order isn't a unique trope but it's one that's had some success so they took their chances since Hal as is wasn't selling all that well.
In a way they were proven right- Green Lantern has become a revolving door for adaptations to use whichever one they see fit to round out what they need. Jessica and Simon were both made to fit quotas.

It was also because of the specific goal of Kyle as a character. Thing about DC legacy heroes in the 80s-2000s is they always took after Peter Parker in being the "normal people" and a consistent emphasis was placed on the idea that they were living in the shadow of these larger than life heroes of yore, pressured to live up while also trying to break away and be their own hero.
The entire corp being destroyed was meant to put Kyle in a more helpless position. Anyone who read his runs knows that there's always a sense of "that's what they lost and I'm what they've got", a constant insecurity he has to confront. He got the ring because Ganthet was desperate rather than because he was deemed worthy, he has no one to train him, he went from a guy who could barely get work as an artist into carrying the torch for an army of fallen heroes and his former idol is now a god-like villain who he doesn't want to fight.

Y'know a nice thing about Kyle's run that Johns unfortunately undid? Parallax doesn't seem to hate him or want him dead. He just wants the ring and for Kyle to stop getting in the way. In fact, he seems to feel for Kyle. In the storyline where Ganthet wants the ring back, it's Parallax who seems pissed off by the behavior and calls Ganthet out on casually uprooting Kyle's life before planning to take it all away, saying it's typical behavior for how the Guardians treat people like tools.

DC at the time had this mindset to remove all extra side characters to a main hero. It was the same as the no Kryptonians rule in Superman. The Hero Family concept was being removed everywhere. No Captain Marvel Family, no Superman Family, no GL Corps.

Except Flash, DC was cool with a dozen or so speedsters roaming around.

Ron Marz back in the mid 90s said something about a Lantern Corps was another silly stupid Silver Age thing that made no sense and should have been removed. He apparently thought it was another dumb 60s thing that was not cool any more for 90s readers.

But then he spent another 8 years constantly baiting the Corps coming back for every mini and crossover.

I think a few other writers wanted them gone too since it opened up the possibility of more cosmic horrors and big bads from space if there is no major space cops faction that would have put a stop to it already. They wanted heroes on earth to have more prominence.

I think the Captain Marvel family did survive, though if anything there's more "shazams" around now. The Batfamily also made it, albeit in a tweaked form
With Flash it was more specific that there's only be one main Flash. Which is why Bart was his own character and not Kid Flash. Jay was clearly meant to be more retired and only part time at best, Barry had no real chance of returning.
