It's a safe play for children's shows because you can generate conflict without a villain, and kids are very quick to assume and act on preconceptions, so it helps them stop and think.
Were they not actually a ghoul? I had a few of these books as a kid because my older sister used to buy me stuff like that for my birthday, but I never actually read any of them

Except for that Wayside School story where the moral is essentially "members of a given race generally live up to their stereotypes, but make sure not to lump in the exceptions" which is incredibly based, especially for a children's book

If you see an African American gentleman in a suit and tie, you tip your hat and exchange greetings. How one shows themselves is how they expect you to treat them. You can easily tell when an ugly person is trying to look presentable so you can be kind and give them a pass.
