It's a safe play for children's shows because you can generate conflict without a villain, and kids are very quick to assume and act on preconceptions, so it helps them stop and think.
Were they not actually a ghoul? I had a few of these books as a kid because my older sister used to buy me stuff like that for my birthday, but I never actually read any of them

Except for that Wayside School story where the moral is essentially "members of a given race generally live up to their stereotypes, but make sure not to lump in the exceptions" which is incredibly based, especially for a children's book

If you see an African American gentleman in a suit and tie, you tip your hat and exchange greetings. How one shows themselves is how they expect you to treat them.
