A good, well-designed fight would have something like them trading actual physical blows so that Parley can act as the "tank" to prevent them laying a hand on Annie. But Tom is no good at this and just wants to "rule of cool" so he moves immediately to the "magic pressure punch without moving an inch" trope without realizing this kind of thing requires planning and escalation. There's a reason why his last name isn't Toriyama
