I was going to make a thread about forgotten villains but this felt better. Sure there are plenty of villains with hair but there almost no heroes that are bald. Even when they are it's usually women.

It's just an extension of bald being considered ugly or scary, and therefore associated with villany. One day, long after the women and gays and browns and trans (traits which have also in the past been associated with evil in media) are fully accepted and no longer maligned, maybe humanity will finally open their hearts to the follicle-impaired. In the present-day, I guess either be brave when mocked for that which is not in your control, or use the drugs and surgeries to hide the crime of being born different.

If you're creating a superhero protagonist he has to be at least a little bit conventional in his looks, even if he's a crazed vigilante or one of those postmodern absurdist characters who kinda just fail upward. Frank isn't a chromedome, and Deadpool is horrifically scarred, for example. So the only successful bald heroes are ones where that unconventional quality figures into their character as a whole, like J'onn or Vision. Or you can rest on race as a crutch like how Luke Cage got modernized and apparently lost all his healthy follicles as a result.
