We can only assume (because of the movie's ending) that she's some sort of chosen successor, and probably the last one since we see in the Taarna story that the Taarakians have been wiped out. So the Locnar showed up to be like "Look at all the fucked up shit I cause, you could never dream of killing me." But is caught by his own hubris, and gets killed. Which kills him across all dimensions.

The special features of the bluray had the creators admit they had no idea how to work the locnar into some of the shorts.The original framing device was some galactic nursery of sorts where a psychic girl was cared for and there was iirc this carousel with all these different stories to learn about humanity or something. It's a little clunky but imo better than the LOCNAR!!
