Theyre just shooting huge tubes of fire at each other and not accomplishing anything. Neither of them have the experience to deal with this situation. It looks like a boon but it's a handicap. Azula could not deal with a more nimble fighter with more control over their abilities.

Azula was not in the right mental state but she would've lost to an experienced Katara anyways regardless.
