Raven and Toph's fandom overlaps heavily hell both of their shows were running concurrently. So at the end of the tournament the grand majority of people were left choosing between their two favorites and Raven was the choice they preferred. Toph will most likely win 2027 given the fact she is easily the strongest contender left without the crown.
